There is a useful technical conversation to have about counter-surveillance.

There is also a point where that conversation becomes instructions for illegal radio interference. Cyberdelia is going to mark that point with fluorescent paint.

Not every countermeasure is the same kind of act.

Opposition to an ALPR network can operate at several layers:

  • Information: map publicly visible deployments, obtain contracts, inspect audit logs.
  • Governance: impose retention limits, warrants, access controls, sharing rules, and independent audits.
  • Personal privacy: use lawful privacy practices that comply with vehicle and traffic laws.
  • Interference: intentionally disrupt the camera, its communications, or surrounding radio services.

The first three categories can be lawful depending on jurisdiction and conduct. The fourth can cross into federal and state offenses very quickly.

Radio jamming is the bright line.

The Federal Communications Commission has repeatedly warned that devices designed to block or interfere with authorized radio communications are unlawful for ordinary users. Its advisory expressly includes cellular and GPS jammers and says the prohibition generally extends to state and local law-enforcement agencies unless federal authorization exists.

The reason is architectural, not merely bureaucratic. Radio interference is indiscriminate. A transmitter intended to disrupt one unwanted system can degrade unrelated lawful communications in the same spectrum environment.

That can include emergency calls, navigation, public-safety communications, or somebody else's perfectly ordinary network connection.

Conceptually, a radio link works because a receiver can distinguish the intended signal from noise and competing energy. Intentional interference attacks that relationship by making the receiver unable to maintain a usable link.

That is enough to understand why jamming can disable wireless systems and why collateral effects are hard to contain.

Cyberdelia will not publish operating frequencies, amplifier designs, antenna dimensions, component lists, placement instructions, or tuning procedures for defeating Flock or any other communications-dependent surveillance system.

Optical tricks are not automatically lawful either.

A device does not have to transmit radio energy to create legal problems. License-plate covers, sprays, reflectors, or deliberate obstruction can violate state vehicle codes. Dazzling or physically blocking a camera can implicate obstruction, vandalism, safety, or property laws depending on the conduct and jurisdiction.

There is no universal “not RF, therefore legal” rule.

The most effective countermeasure may be administrative.

A seven-day retention period can destroy historical search capability more reliably than a gadget. A warrant rule can change who gets queried. Narrow sharing can shrink the effective network. Mandatory audits can expose insiders. Contract termination can remove the sensor entirely.

Those are technical countermeasures too. They modify the system's capability by changing data lifecycle and authorization instead of injecting energy into the air.

Know which cliff you are standing near.

Privacy engineering should reduce unwanted surveillance without creating new victims or unrelated communications failures. If a countermeasure depends on interfering with radio service, damaging somebody else's equipment, or violating plate-display law, the legal risk is not an accidental footnote. It is part of the mechanism.
