CASE-FILE FORMAT
The same lightweight structure can support COINTELPRO, Church Committee material, Operation Northwoods, historical radiation experiments, engineering disasters, surveillance programs, and other public-interest collections without turning the server into a landfill of duplicate scans.
Concise orientation with terminology, scope, dates, actors, and the minimum background necessary to read the source material intelligently.
Curated official documents, release pages, reports, hearings, and archive manifests with provenance kept visible.
Claims carry their own confidence state so one proven fact cannot quietly donate certainty to three speculative neighbors.
The original event, official inquiries, later disclosures, digitization events, and publication/retrieval dates remain distinct chronological layers.
CHAIN OF CUSTODY
Release letters, folder structure, missing pages, exemption codes, acquisition path, timestamps, and later agency replacements can matter as much as the headline document.
The file as acquired is preserved separately. When possible, store source URL, agency, release date, request or case number, original filename, directory structure, and cryptographic hash.
OCR, extracted text, repaired scans, thumbnails, or converted formats are convenience layers. They are labeled as derivatives and never overwrite the source object.
Timelines, entity links, annotations, summaries, contradictions, and AI-assisted analysis are useful only when clearly separated from the released record itself.
INTEGRITY STATES
The archived original matches the recorded integrity value.
Files, correspondence, and structure known to belong to the release are preserved together.
The collection remains useful, but incompleteness is visible rather than quietly implied away.
OCR, cleanup, recompression, conversion, annotation, or other processing is explicitly identified.
The file may still warrant preservation, but origin or custody cannot currently be established to the desired standard.
EDITORIAL RULE
Give them enough source context that trust is optional. Cyberdelia may publish interpretations beside records, but the record itself should remain independently inspectable whenever law, privacy, licensing, and technical reality permit.
